Can't argue with that. If you're not paying taxes, there should be no way on God's green earth you should get a refund.

It's not a refund. It's called a tax credit. There are refundable and non-refundable tax credits. Yes, Congress is using the tax code to redistribute income.

We've heard around the sheepshed that they do that all the time
