I don't think the vid tells the entire story, and leaves out too much for an informed opinion to be made. If I went just by that short clip I would call for the officer's heads for gang banging an unconcious and obviously incapacitated person, but I suspect that there's more to the story than either the vid or narrative reveal. I'm totally opposed to the "hot pursuit" style chase anyway, in the age of Motorola, stop technology, and tactics it's very hard to justify a practice that results negatively nearly as often as not. All it does is get the cops hopped up on adrenaline, and usually with bad result.
