Not suprising at all. Our gov't spends millions (billions?) paying people who can't accurately predict whether or not it's going to rain the day after tomorrow to tell them what's going to happen to the Earth's atmosphere in the next century ("global warming"). Compared to this, 2.6 million for drunk Chinese hookers is a bargain.[:'(]

The study is supposed to lower the HIV infection rate among chinese prostitutes. I guess the government figures that 2.6 million is a bargain to spend since American businessmen and government officials will be getting a better and safer Chinese product in the future!
