If i understand things right, the unions will obviously benefit from the bailouts, but the unions themselves are not getting any bailout money. If you don't take money directly from the government then you can tell them to wee off if they try to dictate things. Throw in the fact that O will again need Union support to get re-elected and they likely have no problems in this regard.
