When the initial bill was passed, the Republicans were in full control of congres..... so..... no... your statement is not correct.

That would have been before 2006. Because thats when the Dems took over. This war was way after that. BTW only the Democrats can now spend that money, the republicans have no say in the matter. osama would not be obligated to spend any money approved before 2006 or even now. The congress has to spend the money, the president can't and never could. Everything since Jan. 20 is the Dems baby regardless of what the Republicans want to do. Get used to it, the Dems own the purse strings.
