RE: Why move the census?
That's precisely what it is. Republicans are right to be alarmed. Americans in general should be alarmed. But they won't be, because half of them won't be informed of it (weird how Fox News is the only news outlet to make prominent mention of this little tidbit, isn't it? Well, not really weird, but you get my point) and the other half are Democrats who will gleefully accept the opportunity for congressional districts to be redrawn in a way that is more favorable to their side.
Why else would Obama see it necessary to do this? And so soon after taking office? This guy's motives are becoming painfully clear.
