Usually there is a defined enemy, not just a soldier on every corner. Currently they have 1 US solider for every 50 Iraqi's. Sounds like a security guard job just watching out for what might come your way.
Again, when our soldiers are doing their job in Iraq, how do they know someone is the enemy until they take a shot at them or plant a bomb.
If Iraq took up occupation in the US like we did in IRAQ me and millions of others would continue to daily try and run them out of our country.

As a soldier in the Infantry the only way we can define if they are our enemy is simple...
1. They shoot at you...
Simple as that, they can carry a AK47 down the road and we can't touch him. Untill he points it in our direction and shoots we aren't allowed to engage...
The ROE always change, one day it could be shoot anything that seems like a threat. For instance we are doing a raid on a known terrorist and we use force to restrain him on the ground and a angry family member tries to stop us and blind sides us with a skillet we can shoot. On most days the ROE is only shoot if we are being shot at but, we can physically defend our selves if the occasion occurs. All in all if if your life is in danger fire your weapon. It is the soldiers job to recognize if the enemy is threatening their life.
People who lay out IED's we never know who they are and so we can't just go shooting anybody so they usually get lucky and get away with it. Thats why the Rangers are bad ass. If they get hit with a IED they are going to bust some heads untill someone talks.
But if you want to know who our enemy in Iraq is, it's the Suini and the Sheite (or however you spell it) they are extremeists who were raised to hate democracy and christianity, like some in American who were raised to hate blacks, and gays.The extremists form terrorist organizations to fight us with cowardly warfare. One such organization is the Mehdir Army (or however you spell it).
The citzens of Iraq love us for stopping the governments reign of terror on them. Sadam allowed innocent women and children to be raiped (in which he participated in) and stole from his people. The extremeists are trying to win the heart of the people over, to go back to the old ways (because its the way they were raised and don't like change) and we are trying to keep the peoples trust, and spread democracy over there so they will not have that kind of reign ever again.
