Default Congress mulls major 401(k) changes

This latest slump is only an opportunity to find new sources of revenue. Back in the 90's, congress was discussing a one time tax (fat change) on 401Ks. It was prposed to be around 15% of whatever was in your account. That idea hasn't died, it just has gone dormant waiting for more dems to get into the office.

A wide range of sweeping changes to the 401(k) system were proposed Tuesday at a hearing on how the market crisis has devastated retirement savings plans.

OAS_RICH("Middle");
Chief among them was eliminating $80 billion in tax savings for higher-income people enrolled in 401(k) retirement savings plans.
This was suggested by the chairman of the House Committee on Education and Labor.
"With respect to the 401(k), it appears to be a plan that is not really well-devised for the changes in the market," Rep. George Miller, D-Calif., said.
"We"ve invested $80 billion into subsidizing this activity," he said, referring to tax breaks allowed for 401(k) contributions and savings.
With savings rates going down, "what do we have to start to think about in Congress of whether or not we want to continue and invest that $80 billion for a policy that is not generating what we " say it should?" Mr. Miller said.
Congress should let workers trade their 401(k) assets for guaranteed retirement accounts made up of government bonds, suggested Teresa Ghilarducci, an economics professor at The New School for Social Research in New York.
When workers collected Social Security, the guaranteed retirement account would pay an inflation-adjusted annuity under her plan.
"The way the government now encourages 401(k) plans is to spend $80 billion in tax breaks," which goes to the highest-income earners, Ms. Ghilarducci said.
That simply results in transferring money from taxed savings accounts to untaxed accounts, she said.
"If we implement automatic [individual retirement accounts] or if we expand the 401(k) system, all we"re doing is adding to this inefficiency," Ms. Ghilarducci said.
Rep. Robert Andrews, D-N.J., raised the issue of which investment advisers are allowed to offer workers investment advice.
The Department of Labor is considering "loopholes" that would allow advisers to offer "conflicted investment advice if the advisers work for subsidiaries of financial services companies that sell the investments," he said.
With American workers facing $2 trillion in losses from retirement plans over the past year and Democrats expected to gain seats in the House and the Senate, actions being contemplated by the committee are an important harbinger of what could come out of Congress next year.

Look for an Obama administration to go after IRAs, especially for those who make over a certain amount. The Democrat ultra-liberals want the federal government to provide for all your needs from cradle to grave.

This is absurd! The slumping market means many people lost a TON of money, up to 40%. Now they want to take from what is left to fund their socialist programs?

I love this. By NOT taxing Americans, this creature presumes the government is "spending $80 billion in tax breaks" and of course, she caps that off with a lie..."goes to the highest-income earners."

This country deserves what is has now because it allows festering unbridled ignorance to be placed at our feet by our elected and appointed officials.

Put your cards on the table and clearly outline how you intend to pay for what could be 30+ years of life without a paycheck.

vc1111: Small point of clarification. You probably know but others may not. People are limited on how much $$$ they can shelter from taxes in a 401(k). I don't know what this limit is -- maybe $15,000/year -- but the point is that if Bill Gates has a 401(k) he isn't putting any more into it on a year-to-year basis than a successful lawyer, 'cause he can only shelter $15,000/year. So it is deceptive and misdirecting to characterize this as some sort of tax loophole directed to the wealthy -- it is a limited loophole, it isn't limited to the wealthy, and it does encourage savings/investment versus consumption.

On to another of your points, the last. "We deserve what we get." It has long been held that Democracy is a poor form of government. Why? Because the government is run by the people, by the friggin' ignorant idiots. We are certainly seeing this at present. Why is this particularly a problem now? That is a subject that would be interesting to discuss. Perhaps the media has a role in this. Perhaps the moral fabric of the elites in both the Democrat and Republican party has been weakened to the point where winning and triumphing over the other party and rising within the party have become more important than the good of the nation? I don't know, but things are different than, for example, 1940s, 1950s. As far as the long distrust and disparagement of Democracy, go back to Plato and Aristotle for their critiques. Pretty "right on" if you ask me.
