I would bet that his district has been "gerrymandered" to guarantee that that "strong core of supporters" will elect and re-elect him regardless of what he's done.
Shucks, he may as well live in Alaska! Their only rep is under an ethical cloud and we all know Sen. Stevens is on trial. Both won in their GOP primaries.
Take a look at the way our districts are drawn. The Supreme Court ordered LA to create a majority-black district. Court-ordered racial gerrymandering is all you can call it. Bill Jefferson is the result.
Not that I have investigated it too deeply, but it seems to me that given the racial make-up of the largest city in LA (67.25% African-American), the fact that there has only been one African-American representative since reconstruction, I'd say the majority of the gerrymandering that has gone on in that state most certainly has not been to the benefit of the majority population.
Also, if I recall the case correctly, I believe that the SCOTUS ruled that racial gerrymandering was not constitutional and this was a case of the district being drawn to maximize voting history, i.e., Republican versus Democrat. I admit that I could be wrong on that, but that is the way I understood it.
Not that I am defending Jefferson - the guy is obviously a scumbag. Just pointing out the flaw in the logic of a few of the posts.
