Yes, there are legitimate reasons for mercy killing.

I don't know what kind of punishment would fit for those two. They won't receive what I have in mind in the United States. Maybe force both of them to work as prostitutes in a Turkish brothel the rest of their life?
I don't think you could classify these people as members of the human race. I think you could just simply exterminate them, much as you would a rabid animal.

There is no rehabilitation for these sick animals. Let them out and years later they will do it again. Either keep them locked up for life (at tax payers expense) or give them an all expensepaid trip to meet "old sparkey."
