Default Write in Candidate

How many states allow this I know they don't in NY. If a person is not on the ballot you can't write in for some one.

In Texas, you can become a write-in candidate by filing a Declaration of Write-in Candidacy with the Secretary of State (or county judge for local/county elections). The declaration must be submitted with either a filing fee or a nominating petition signed by a certain number of qualified voters. This year, the declaration will not be accepted before July 27 or later than 5 PM on August 26.

But no write-in are accepted for President. Only State/county/local offices or U.S. Congress.
