The latest draft of the treaty, obtained by The Associated Press, allows countries that outlaw cluster bombs to continue to cooperate militarily with non-signatory nations.

I fail to see how a treaty (1) stemming from a meeting in which a subject nation was not present and (2) has not been agreed to by the subject nation can be thought to be binding on the subject nation.
Thus, this is much ado about nothing and has no effect on US, Russia, China, India, Pakistan, and Israel. Pretty much like debating how many angels may dance on the head ofa pin.

you knoe the only people who would probably follow this rule is USA. I wished somewtimes we would just laugh in the faces of some of these little meets and have a look of astonishment they would even ask us to join in, Like pollution, we are pretty much the only coubtry villified and pretty much the only one that taxes or fines our compaqnies into oblivion to follow the rule. Like say a China gives a darn whether any countries like gthem or not,,

Unless we get some whiney liberal POTUS who wants to pander to the anti-war types. Napalm was one of the best anti-personnel weapons in the US conventional arsenal. Anti-war types whined and caterwauled about napalm and then it went away. No more flame throwers or fire bombs.
