Not my area of practice, but, I wonder whether there might be some argument that his sale of carbon credits violates the various states' fraud statutes, or the federal securities laws.

Ditto. Too many people have bought into this stupid notion of global warming. The pro warming crowd can't stand on the science or facts so they use intimidation and name calling.
