HARRISBURG (CN) - The Borough of Dauphin and its council members humiliated and suspended Police Chief John Rife to retaliate for his recommendation that the town hire a black police officer, Rife claims in Federal Court. He claims, among other things, that Councilman Joseph Wynn "frequently used the phrase, 'There is a n----r in the woodpile,'" during the hiring process, referred to Dauphin's own black citizens as "n-----s," and that Councilman John Windish defamed him in retaliation for his hiring of the black officer.
