This guy very generally described onehypothetical method of rigging an election, yet has no idea how or if anything of that nature actually occured. Obviously the techno-speak wowed the PO'ed Democrats in the audience who are still holdinggrugdges, but this clip really doesn't say much, and it proves far less.
