This chief is the most sensible thing I've seen come out of San Francisco in a long time. I likedhis answer to the "Doesn't everybody have a right to bail" question.

Finally! Somebody speaks up for the police. What about the friggan judges and people who keep putting these idiots back on the street. I swear, before the paperwork is even done after an arrest those morons are back out robbing/raping/killing.

You also have to consider the source--this was in San Francisco. In my county, anybody committing any serious crime has to post their bail to get out of jail and the judges will increase the bail on request if the arresting officer provides a good reason why it should be increased. And many offenders who fail to show up for court get "no bail" warrants for their arrest. Sometimes the system actually does work the way it's supposed to.
