No, technically not. The city has the right to establish a licensing and regulation commission, which they are dragging their feet with. The DC law was unconstitutional, but there aren't yet any new laws that aren't. Limbo.
It cracks me up. D.C. has a gun ban, yet has one of the highest crime rates. Hmmmmm something is fishy.
LAst time I checked the stats on crime rates it ranked #1. Not just one of the highest but THE highest in the country.

The criminals who make up most of the DC electorate voted down the death penalty a few years ago. The DC jail is in Lorton, Virginia, something that i do not understand at all. Also do not understand why the citizens of VA do not demand it's removal from Virginia.

It's all about money. Virginians really don't want it there, but the legislature and governor seem content with it. The ironic part is that Lorton, once a relatively depressed, working class area on the river, is moving on up as the sprawl radiates out from Washington and people snatch McMansions as fast as they're built.
