Default Why isn't Congress blocking this sale?

So foreigners can't control the ports but they can own Dow?

A consortium largely comprised of Middle Eastern investors is offering to buy the largest chemical company in the US for $50B, a company vital to this nation's national security, so why isn't Congress stomping the deal like a cockroach?
