It's normal policy at just about any agency to put an LEO on administrative leave whenever they shoot somebody and especailly if that person dies. This gives the agnecy an opportunity to conduct their investigation as to whether the shooting was justified but, more importantly, it gives the LEO a time to decompress from the incident, seek any psychiatric counseling if needed, reassure loved ones that he/she is okay, not have to deal with people who might recognize his/her name on regular calls and make an issue of it and even decide if this is the career they want to continue doing. It also gives the family of the person a little time to react and deal with their loss and not stew about thinking that the LEO who shot their loved one is working on the streets at that moment.
It's intended to be an act of compassion and assistance to the LEO primarily but is most often not fully explained to the public and therefore tends to cause a lot of questions that agencies should have been responsible enough to deal with in the first place.
