This one shows the framework the Iowa DNR used to set up hunts in rural areas and state parks, recreation areas etc...

If thats the kinda thing your after let me know, I can contact the DNR and get you all the info they have on it.I know a few things, most of these places met a lot of opposition when they started trying to implement a urban bowhunt. Most of them also set up a special committee to oversee the hunt and keep track of how many deer were actually killed. The ones set up in the parks were mostly antlerless only hunts with few either sex tags being given out.The ones in town required a class and weapons proficiency test before you were allowed to hunt.
And Iowa City went the other direction on the issue and hired sharpshooters. They payed out a fortune to these guys to bait the deer in and put em down with a rifle, the last figure I heard and I dont know how accurate it was it was costing them over 1000$ a deer to have this done.I kinda lost track of the situation down there and dont know what theyre doing now to manage things but you may want to get some idea what this costs a city in case the subject comes up, its very expensive and somewhat ineffective cuz they can only hunt in certain less populated regions but it seems to be a popular alternative and you might wanna have some info that show it to be costly and ineffective to back up your argument.
