Turned out to be a false alarm, there is an indoor shooting range for the Capitol Police on the third floor of one of the parking garages down there which lead to the initial panic.

BTW I work at a government building and when this first started we had a lockdown and the first things out of the speakers were something no-one wants to hear "THIS IS NOT A DRILL!". All is well.

a congressional source said the shots were not heard from that level.
