Default Shooting closes busy border crossing for hours

The world's busiest border crossing reopened early today following a nine-hour closure that occurred after federal authorities shot and killed the driver of a car headed for Mexico

what I don't understand is, given the current climate with illegals, why didn't they just all start running in their own directions and avoid getting in the vehicle to go back to mexico?

I do think the border guards did right if he was shooting at them.
