I don't have any hard numbers to back the claim up, but my macroeconomics professor once told me that in-state tuition only covered about 20% of the actual cost of education. The remaining balance was paid by the state government, courtesy of the taxpayer.

Here, I think in-state covers about 1/3 of undergraduate. Not sure about graduate.
