The compromise creates a tiered system that gives preference to illegals who have been in the United States longer and have established roots in their communities:
"” Illegals in the United States less than two years would be required to leave immediately. If caught once, they would be subject to a misdemeanor, and if caught twice they would be charged with a felony. About 2 million to 3 million people fall into this category.
"” Illegals in the United States between two and five years would have go to one of 16 ports of entry in the United States, determined by the U.S. Visit program, and declare themselves. They would be given a temporary visa and allowed back to their U.S. residences immediately. Once in the United States, they could apply for the citizenship path spelled out in the McCain-Kennedy bill. About 3 million to 4 million people fall into this category.
"” Illegals who could prove they have been in the United States for more than five years would immediately be given guest worker status and would get on the 11-year path to citizenship. They would not have to declare themselves as guest workers. This path would be open to about 5 million illegals living in the United States.

Can anyone see any loop holes in this pipe dream? They want it to look like they are doing something because the people want illigal immigration stopped. I can't see where this lastes dream even has a chance of working. Of course, they don't really want it to work.
Thrown them all out and then start a program for them to come here legally in numbers that we can handle.

Well, here's the Moonrunner fix:
1. Aprove the funds NOW for the construction of all the needed barriers, walls, fences, and extra agents. Throw all the energy possible into the task and stop the flow of illegals NOW. Don't keep talk about building the damn after the water is aready at the door and rising.
2. The folks on The Hill and in the Whitehouse have 6 months and six months only to come up with a solution. If they can't get it, put two versions out there for 'We the People' to vote on.
3. Now, get all the pieces of crap we have laying around in prison that are lifting weights, watching tv, and playing video games, and PUT THEM IN THE FIELDS picking berries.
Now I know that this is too conservative for a lot of folks because a businessman can't get free labor from the prison system. It just wouldn't be fair to the others. So, I came up with step 3 1/2:
3 1/2. All the wages paid to illegals to do these jobs are still paid by the business, but only to the state that supplies the prisoner labor. Keep in mind, nothing else changes, no tax credits, etc, etc (KISS). 1/3 of the pot would go to the prison system to cover their additional expenses, and the other 2/3 would go to................................................ .................

Okay I am an illegal that has been in the US 6 months, I go down and tell them I have been here illegaly for 6 years, how are they going to prove I didn't?
Will they check my work record? Can't, I tell them I have bounced from job to job the whole time being paid under the table.
Will they check my prior addresses? Nope they can't, I have been living in camp grounds and the like.
Basically this whole thing is a way of granting almost every one of them amnesty!

You go down to any store and purchase something and need to return it, the burden of proof is on you to prove to the store you bought it there. The IRS says you didn't file your taxes, the burden of proof is on you to show your return to prove you did. KISS(Keep It Simple, Silly).
