There usually are no deer within 100 yards of your truck , start walking until you see some .

Unlikely since the whiners responsible for the 8% drop are already factored in .

why would any one want to pay a lot more money for a hunting permit
and have nothing to shoot

Who says that there is nothing to shoot ? Walk out of sight of the truck and you'll see deer , maybe not 50-100 per day , but that number is way too high anyway .
One thing that annoys me more than anything about many hunters is their refusal to hunt for what they want and subsequent whining when they don't get it . If you can see your truck you aren't far enough in , walk in at least 1/2 mile if you want to see deer regularly in areas where the pressure is high . I can't count the number of posts I've seen by Pennsylvanians whining about the "good ol' days" when it was normal to see 100 deer in one day , this is an abnormal condition caused by an overpopulated herd . The area I live in holds about 30-45 deer per square mile , and the DNR has designated these counties as "reduction counties" with larger than normal antlerless limits because of it . You can also thank antler restrictions for part of the problem , passing on bucks is suicide when your herd is overpopulated . The game commission's response will be totally predictable , they will raise the antlerless kill until the herd numbers drop
substantially to compensate , which they have done . After a few years the herd will rebound , but with tighter control of it's numbers , and you'll be better off for it .
