Over half of Katrina refugees fail Texas exam

That's something to be proud of...

That just proves thay they were tested on the wrong subjects.
On basic skills I think they were above average , it only took a number of days to destroy the superdome! Rape , murder and drug deal operations were set up in the same short period of time.
Look at how quickly the police department figured out that stealing Cars pays better than arresting car theives.

I think a more universal test should be used.
