I think such tunnels would make excellent repositories for excess sewage from any nearby sewage treatment plant on our side of the border. After all, we all know how $%*&^ flows downhill.

SHHHHHHhhh quiet everything is allright we're listening to cell phones for the words Jihad,bomb and other cute phrases. Don't worry about the fact that borders are as easier to get through then a turnstyle in a subway.
