If you buy or acquire any pet at any time you own the responsibility as well as the pet.
It is wrong to not neuter them if you have no intentions of purposely breeding them. It is wrong to cut them loose in most circumstances and that wrongdoing is compounded by cutting them loose after failing to have them neutered.
My opinion is that even farmers have the same responsibility. Neutering is part of the cost of ownership just like food and medical care for the creature. If you want ten cats on a farm, as an example, but you can only afford to neuter five, then own five. It is no more complex than that.
As I say, I would favor laws requiring neutering and restraint of dogs and cats...in a perfect world.
badshot, I salute you. Great thread and a great twist. I particularly like the heirarchy displayed of family over animal, which is why I also respct burnie's position.
