Default PAWS or Pet Animal Welfare Statute Act

GRRRRR!! I hate that about this forum. You spend too much time writing and it automatically logs you out. Then you've lost everything.

Anyways, I wanted to know everyone's opinion on PAWS or Pet Animal Welfare Statute Act. This is the site: http://pet-law.com/paws/ppa3.html

Anyone else find it confusing or conflicting?

Like the statement "any dog imported from outside the United States unless the dog is imported by the person for the use and enjoyment of the person, except that this term does not include -"

"... sells any dog imported from outside the United States;"
The key word is ANY. That's ANY dog imported.

Or (e)(3)(i) "...sells any animals to a research facility, an exhibitor, or a dealer.." whenit's trying to define whata dealer is?Ie.,"The term "dealer" means any person who...sells any animals...to a dealer"

And "retail pet store' means a public retail establishment that sells...dogs" vs. "The term 'retail pet store' does not include...a person selling hunting...dogs."The term public retail establishment makes nodifference because"The term "person" includes any individual...corporation or other legal entity;" So, its saying a retail pet store is no longer considered a retail pet store if it sold hunting dogs? It says nothing as to where it is being sold.

What is your thoughts on this?

Sounds like loosely written bull**** to me , that language could be misconstrued in so many ways . I gather that it's yet another screwball stunt by the ARFs to establish rights for animals ?

That is how I take it, very confusing. There are various gundogassociations which have read it as an attack on the use of hunting dogs. This is being pushed by Senator Richard Durbin (D-IL) who is on the Agriculture subcommitee. The bill is approved by Humane Society, ASPCA, Doris Day Animal League, and none other than the AKC. Alot of other non-dog clubs are against also because all the exclusions concern only dogs but lists "animals".

It raised a big stink in the AKC. Alot of it's own clubs are against it. But it goes for a hearing on Nov 8. It also raises questions on rescue shelters because they get compensation when someone adopts a dog so they are labeled as 'breeders' and subject to 16 pages of USDA regulations.

A watchdog group of sportsmen and dog owners, Sportsmen's and Animal Owners' Voting Alliance is a good source of info on legislative matters concerning hunting rights involving animals.

They are opposed to PAWS and have done a lot of work lobbying against it.
