That is how I take it, very confusing. There are various gundogassociations which have read it as an attack on the use of hunting dogs. This is being pushed by Senator Richard Durbin (D-IL) who is on the Agriculture subcommitee. The bill is approved by Humane Society, ASPCA, Doris Day Animal League, and none other than the AKC. Alot of other non-dog clubs are against also because all the exclusions concern only dogs but lists "animals".
It raised a big stink in the AKC. Alot of it's own clubs are against it. But it goes for a hearing on Nov 8. It also raises questions on rescue shelters because they get compensation when someone adopts a dog so they are labeled as 'breeders' and subject to 16 pages of USDA regulations.
