A Wisconsin man is behind bars for allegedly using an electric dog collar to zap his 8-year-old stepdaughter as punishment for eating breakfast too slowly.
A charge of felony child abuse has been filed against the 34-year-old filed in Washington County Circuit Court, according to the Milwaukee Journal Sentinel.
The stepfather, whose name was not released to protect the girl's identity, reportedly also threatened to shoot the child's pet rabbit due to the girl's alleged inadequate care of the animal.
The child told authorities when the shock was administered, she "cried a lot because it hurt a lot."
"To use on a human is pretty bizarre," Joe Nyland of Action Dog Training in Waukesha, Wis., told the paper.
"It's very bad. It would scare the daylights out of you and be extremely painful, but it wouldn't cause any damage," he said, noting he doesn't use shock collars to train dogs. "They're not bad in the hands of someone who knows how to use them. It's not something you'd ever want to use carelessly with a dog."
The device, a SportDOG SD-400, has settings ranging from one to eight, delivering electrical shocks ranging from 760 volts to 6,520 volts. The higher settings are designed for larger or harder-to-control dogs.
The company specifications indicate a setting of "4" delivers 2,680 volts, enough to control a medium-size dog.
According to the complaint:
A Washington County social worker was called to Jackson Elementary School Monday after school staff noticed a bruise on the girl's thigh.
The girl said her stepdad attached the collar, operated by a remote control, to her thigh, set its shock intensity at "4" and told her she was lucky he didn't set it on "6," as he does with the family dog.
Two marks were left on her thigh from by the metal electrodes.
According to the Journal Sentinel, Jackson Police Chief Jed Dolnick said the girl's 29-year-old mother threatened to wake up her stepfather if the girl didn't finish her breakfast more quickly.
The mother then followed through with the threat, woke up her husband, who then attached the collar to the girl, administered the shock and threatened to put the collar on her every morning "so that she gets done faster," the criminal complaint said.
Dolnick says at first, the stepfather denied any use of the dog collar, then later admitted he placed it on her "to calm her down."
The man is facing a felony count of physical abuse of a child, a charge carrying a prison term up to six years and a $10,000 fine upon conviction.
The mother has not been charged, and the girl is now living with a relative.
Questions: How did the school find a bruise? Those electrodes aren't very big. Did the teachers ask her to remove her pants?
I'm not defending the actions of the parents here. I think they aught to be strung up, but what about the school system? Were the girls civil rights violated by the school?

the child may have been wearing shorts or a skirt. as for civil rights. what civil rights are you refering to? if the teacher removed the childs clothing i would be curious as to why. but if the teacher simply noticed a bruise and asked the child what happened there is clearly no violation. me being an electronics tech. i would offer my services to that court . i could build a real zapper to put around the dads testicles and let him see how it feels . set it on 50 and tell him he is lucky its not on 60.

That particularincidentoccured in my town, I'm wondering if it might be any one of my neighbors or someone down the street from me. Haven't noticed any police cars in front of anyone's houses yet though[8D]
On a similar note, my dad had to get a shock collar recently for one of his dogs. He tried the thing out on himself first before he put it on the dog and said it really didn't hurt much at all.

I don't know what kind of collar your talking about. I have one. It has six(6) different setting levels similar to the sport dog, but I got mine from a different manufacturer. You feel it on one(1) you don't like it on two (2), and the thing flies out of my hand on three (3). Anybody who thinks these things aren't that bad, I'll let you try six(6) yourself.
With the weather in WI, I'd think that the girl should have been fully clothed. There is another thread here that talks about minors being questioned (interogated) without legal council. Children should not be questioned without a parent, or in this case a child advocate present.

If I remember the weather correctly here in town on monday, it was high 40s/low 50s in the morning and in the high 60s/low 70sin the afternoon. I remember wearing shorts that day outside. A school girl would have worn long pants to school without a doubt.
As far as my shock collar comment goes, you would know infinately more about them than I would. Maybe my dad had only tested it on the low settings as high as he would use it on the dog, as the dog just needed a tiny bit of redirection- kind of like doggie attention deficit disorder.
I'm betting that the girl reported the abuse to her teacher because she had noone else to turn to. Good for her.
