I would like to hear some of you alls suggestions, I liked Newt Gingrichs idea, every business that rebuilds or buildsin NO for a year gets a 100% tax write off and any after that for the next 3 years gets a 25% write off.
Face it, there is no need rebuilding a single residence there with no jobs for the people to have. This could if done right work out to create a better NO with a smaller welfare group and a larger working class.

Is there any feasible way to relocate the city? I mean, those coastal cities are always going to be at risk of hurricane damage, but building (or rebuilding) in the same bowl only compounds the risk. I have absolutely no knowledge of the geography down there, but is there some federal land with higher elevation available. It's already going to cost billions to rebuild. Why not put those billions to use in a safer location? It must be impossible, since no knowledgible folks seem to be discussing this.
I think an independant agency should audit the gov to expose needless spending, trim, and put that money to use rebuilding.
At this point, it's fairly obvious relocating NO is an impossibilty. I think they absolutely need to rebuild the protection system around the city to withstand cat5 storms though. Maybe cut business' tax, but assess them the rebuild/re-engineering fee.

They will rebuild because of the historical and financial significance of the city. To rebuild means jobs so many of the people who are out of work and a home will be able to start over and become self sufficient. Certainly money will have to be spent on re engineering the levy system and filling in some of the lower areas. Many of our east coast cities have had similar low land areas like East Boston and parts of NY.

Seriously and Realisticaly - can NO ever be rebuilt to its prior stature? Rebuild It in years to come and in another 5-10 yrs they get whacked with another Cat 2-3-4 or 5.
I came up with a plan - Bull doze everything to 5 miles inland and make it a National Wildlife Refuge. Give it back to nature.
None of our fearless leaders have uttered the words but I bet many are talking behind closed doors, NO can never even remotely be rebuilt into the city it once was.
The only way I would favor rebuilding would be with the mandate that they move to higher and more solid ground . If they don't do that we'll just be pissing away a lot of tax money .

necessity, but as for a huge population, I don't see it happen. Lets face it, we are year, days, hours, or even min. from it happening again. Most of my relatives moved form New Orleans because of the crime and the ever looming threat of becoming a lake. This event was not new news to most of the residence of N.O..[/align]

good thought. there is precedent, on a much smaller scale, for basically closing down a city due to disaster (centralia, PA) and relocating the residents. guess it really comes down to what's most cost effective? rebuilding, or closing it down, buy everyone out, and move it inland. don't know the answer.
Some of you boys have obviously never been in or near New Orleans.. There ISN'T any high ground in the delta!
It will be rebuilt, but it won't be fast.I don't look for NO to pass 100,000 in population for at least 10 years.

Friend of mine grew up in NO. He and his brother moved away at the first opportunity. He's been trying to convince his relatives to move for the last eight years or so. He says, "maybe they will listen to me now!"
I am not rally sure of what type of incentives companies should be given to rebuild New Orleans. Most business' probably were insured, so they will be able to rebuild, while many individuals were not insured. I feel that there should be some incentives to help out that whole region! But how much incentive is enough to help,but not discourage growth in other regions too?
As for the city itself, I think that it will be rebuilt, but I doubt that it will ever be nearly as large as before! It will be rebuilt, if for nothing else, for the refining and important port that it is.
History tells us that it may be back to it's former size. Galveston, Chicago, and San Fran were rebuilt!
Moving the city wouldnot be feasible! Since N.O. is below sea level, the levee must be better built this time though! Again, moving the city is not feasible though,99% of the Gulf Coast is barely above sea level
