The source mentions "Colonel Pershing", which I believe is an error, since I seem to recall that T.R. promoted Pershing from Captain directly to Brigadier General, skipping the grades of Major, Lt. Col. and Colonel, much to the chagrin of all Pershing'sformerly"senior officers" in those ranks......

Pershing was promoted to captain on February 2nd, 1901. When Congress met on December 7th, 1903, President Roosevelt mentioned Pershing by name in his message to Congress in connection with a portion of his message dealing with the promotion system of the Army. This is one of the few occasions when an Army officer has been mentioned by name in the President's message to Congress.
On 20 September 1906 Pershing was promoted to the rank of Brigadier General. Immediately a storm of indignation of denunciation was aroused as he was promoted over 862 senior officers.
Five years from 03 to 07 - not bad!!
