Early on in President Bush's first term, he stated that he was not going to be a president that would veto legislation. It was up to congress to get things right the first time...(or words to that effect)
Now, my words...
There have been several presidents in our past that did'nt hesitate to veto bills...As a result, there are those in congress whowould not always give aparticular bill their whole effort, "knowing" wink-wink that it would be veto'ed.
Now, here we are in 2005. Right or wrong,,, I think that the presidents message to congress is pretty clear...Do what you guys are supposed to do and get bills passed...or not...But don't look for me to save your bacon by signing a veto.
In the past, most or all of the attention was on whether or not a president would veto a bill or not, and as a result, the only "bad" guy, or "good" guy, so-to-speak was the president and whether or not he would veto an item or not. Today, there can be no doubt that if it makes it off the floor of congress, he will sign it.
While it is a different topic for debate, I believe that this is one of the causes for much of the animosity between the different parties in congress and for much of the retoric bantered around.
Regardless of what your beliefs are, this is simply another case of President Bush saying what he was gonna do and then doing it. It is what it is. He said he's not gonna veto stuff,,,and he's not.
