Default Loose Armor on Luppy

I took my new Sequoia Spotting scope to the range today. The rubber armor on the body of the scope is not flat against the metal. Shouldn't this be tight and attached to the body of the scope?

Scope works good except for the loose armor. The tripod is too small, though. Hard to put on the target because as soon as I let go, the weight of the objective end dipped the field of view. Basically, worthless. I'll have to buy a solid tripod. Should I return the scope?

I would contact Leupold about that situation. If they aren't willing to helpo out or fix it then you need to return it.
