Default question for Bowpro, TRD

After reading the class rules for traditional (TRD) I can understand no stabilizer but what is a counter balance? Is that like the back bar on a Olympic fita bow or compound with a weight screwed into it? How about a definition as to what would consistute a "counter balance"....warf
