Help! How to get a rifle permit in NYC?

Dear friends,

I am not sure if this is the right forum for my question, please direct me to the right place if you think you should.
I live in NYC and have been dreaming of owning a rifle for a long, long time. As I read on the web, NYC resident needs a permit to buy a rifle. I searched the internet and couldn't find useful instructions on how to abtain this permit. If anyone knows, could you please share it with me?

I'd start with the police Dept.
NY Citys tough. A permit for a rifle? They oughtta let all the honest people there have a gun if they want. Wonder if the crack dealers get permits?
