Default introducing elk to the allegheny national forest

i have talked to pennsylvania game wardens on the issue of possibly introducing elk to the allegheny national forest. i guess the scientists or wildlife biologists seem to think that the ANF won't accomidate the elk. i just don't understand why. there is a million acres of them to roam. plenty of food and water supply. i think it would be great to be able to see elk in my part of the state.
