A$$ !!!) near some metro areas (Richmond, Newport News, Fredericksburg), and they are a complete joke.
Everything is 100% nocturnal in those places, 24/7/365. Heck, you won't even flush out a rabbit, much less see a squirrel!
I can understand your frustration. I would suggest trying to find private land somewhere, or somehow try to get into a club. You have to be where the deer are or where the deer want to be.
Even though I'm down here in Richmond Virginia, I absolutely
refuse to hunt the local WMA's. Been there, done that, wasted so much time, hunting almost became pointless in the WMA's
(unless I wanted to be a poacher and hunt at 11:30pm by flashlight!). 
I drive 2+ hours out to the western part of Virginia, out to the mountains in the George Washington Nat'l Forest (I-81 area).
Also, next week, I am taking a big hunting trip to upstate New York to my sister & brother-in-law's big farm in central NY (in between Syracuse and Utica), and going to try hunting up there for a change. When I pass through PA on the way up to NY, I'll holler out my window "You suck!!" at the deer for you!
