Default Bobcat regulation

Do any of the WCOs know why your not allowed to hunt or trap bobcats during regular deer season? And if one is accidently caught in a blind set and a permit is in hand, are we supposed to release the cat or what is the deal on that reg? On a side note,This flier does not make much sense with the changes and for what reason stupid regs.

It says, "It is unlawful to take (include trapping) bobcats during the legal hunting hours of the regular antlered and anterless deer season".

I just tried to look up the online regs for hunting and trapping and I got this.
