As I understand it the companies just by the right to construct and maintain the utility. The landowner still has the right to limit access and use the land as long as it doesn't interfere with the utility. The landowner also gets to pay the taxes on that land.

Does it work like leased property then?

I was always under the impression that the right of way is only an access point for the utility. The landowner can post it if he wants since it's still his land. The utility doesn't need to heed the posted signs, but everyone else does.

How about border locked SGLs surrounded by private property?

If you are walking on private property, regardless of the reason then you are trespassing. Pretty simple.

Is there really a SGL with no public access that is completely surrounded by private property? I doubt it.

I did have asimilar situation hunting in Illiniois though. The piece of public land I wanted to access was on the other side of a farm. I just approached the farmer and he gave me the go ahead. It saved me a two mile walk everyday. I suggest you do the same.

Well, which one is it then? I find it hard to believe that we have a SGL in this state that is completely landlocked with no public access.
