NY special black powder?

I hear NY has a couple zones in the southern area of NY for special black powder use this season. Does anyone have info on this? I believe my house is in one of the areas (northern ulser co.).. Can someone confirm these dates and regulations

They expanded the area for antler restrictions but I haven't read anything about an early black powder. That caused quite an uproar last year.

The only BP season in the SZ would br the end of the gun season think Dec: 14 lasting 10 days
I have no info on a early season in the SZ except for archery 14 of Oct:
