N.Y. Doe tags-second chance?

I know the doe tags are available until Oct.15. After that, anyone who was turned downed the first time can apply again for a tag in any areas that have tags left. Does anyone know how this will work? I was issued one tag and turned down for my second choice area. Can I apply for the left-over tag on-line after Oct.15(first thing Oct.16) or do I have to go to town hall where I got my license and apply? Is it going to be first come first served?

on or about the 15th of oct the DEC is going to figure out how many DMP tags were issued.now becouse the new DECALS system for DMP tags is completely random its no dought that some areas will be over issued and others will be under issued.when the figures are in the DEC will make availible DMP tags in those under issued areas.when the tags will be availible is in the air at this time,i'm assuming sometime before the shotgun opener.the DEC will have a press release pertaining to when and where there availible.
