Default Possible Illinois Muzzleloader changes

This would be good:

Illinois House Bill 1163 has passed the house and currently is listed on the Senate calender for 1st reading. It allows the use of Black Powder Cartridges during the Muzzleloader only deer season.

Blackpowder cartidges? I don't know why they even bother having a special muzzleloader season anymore given the technology may as well just call it a late season any weapon hunt. And I have a muzzleloader which I take to the range and is as accurate as my 300 mag Remington rifle out to 250 yards. Whatever. Don't care much as rut is over by then anyway.

does that mean a 45-70 has to be powered by bp? or can it be smokeless?
