Im pretty sure if you read the regulations, you will see where it is illeagle not to put down a wounded animal imeadiatly. If the gun wouldn't fire and the bird was shot, he did what he had to do to keep the bird from suffering. I think its hilarius.

You better re-read your regulations. It also didn't look seriously wounded. I'm not judging you and I don't exactly know what a game warden would say. Personally I wouldn't have done it and I also wouldn't have put it on the Internet. I do think it is funny....mean, but funny.
