There are a number of bacterial and combined bacterial/fungal infections that can occur that look vaguely like this. This does not look specifically like any of them that I can identify specificaly, but whatever it is, it probably falls into one of those categories. Because it is a silver, and because the blob appears to located primarily on one spot on the head, I suspect this is due to the fish jumping and injuring itself - perhaps hitting a boat. Another way that a lot of silvers in my area get injured and sometimes get infections is chestnut lamprey bites. If this fish had not been shot, it probably would have died of this, slowly eaten alive by the infection.
