Read PayPal's Rules! Yeah, I know, who really reads all the fineprint. You can get your account there suspended for making people add % if using their service. But, it's about the words you choose.

It's safer to say something along the lines of "All electronic payments add 2.9%" or "Please add 2.9% for handling fees".

Or just charge $15.44 or $26.75 respectively.

In PayPal's Terms Of Service, they do not allow their users to add surcharges for use of their service. They do allow adding extra money for handling related fees like the example I gave above.
