I've never found a truly waterproof rain gear that is quiet. I find Gortex to be robustly water resistant but it eventually lets the water in, especially in a driving rain or if you are moving around a bit.

We got a set of the Rivers West stuff into the shop and had a look at it.
It certainly does seem like it would be waterproof, however I found the sizes to run a little small. I normally wear a Large during the early season and an XL during the late season (more room for layers). Even with just a t-shirt on the rivers west XL seemed a little tight across the shoulders.
The only downside I can think of to this raingear is the breathability. I think you would literally sweat buckets if you were hiking for any long distances in it.
Gore tex is alittle loud but I've found it to be waterproof. My waders are gore tex and are bone dry. You will sweat a little in them and if the exterior wets out (loses it's water repellency and appears wet) then it has lost it's breathability and you have condensation. But they are very waterproof
