Depends on the state, whether the hog is free-roaming or fenced and if the land is public or private. For instance, if your hunting Texas, non-residents need to purchase a temporary hunting license that costs about $45, but there's no limit on hogs. Go to another state and you may not even be required to purchase a hunting license because hogs are not considered game animals.
You just have to research the regulations for where you intend to hunt.
