Minimal velocity loss... around 60 fps. Get the 243, it has better bullet selection than the 25-06 and will do the job just as well with less powder.

I would go with the 25-06 due to the fact that it will handle heavier bullets for deer hunting.

I would go with a 25-06 . A few states still have a 25 cal or larger rule and the heavier bullets do a great job in 25 cal.

as compared to most other rifles that have a 24" barrel. Won't I loose velocity with a 22+ inch barrel as compared to a 24" barrel?
I think you will find most sporters come with 22" barels. Heavy barrel versions tend to go with 24" BBLs. I would pick the 25-06. It will do everything better than a .243 but you can't say the reverse. Not dumping on the .243 here either.

I would pick the 25-06. Bullet selection is good, and you can shoot heavier bullets. Don't worry at all about the slightly shorter barrel, you will never notice the difference in performance. The Tikka is a great rifle.
