want to get a pistol in 454 and am looking at the ruger or raging bull
both come in 6" + and also barrels over 7"
am i going to gain that much velocity/accuracy in that 1" + difference?

You may gain nothing at all with a 7" vs a 6" barrel except a slightly longer sight radius. And if you scope the rig, that makes no difference at all. My 454 has a 5.5" barrel, and it has plenty of power!
